School Board Work Session Notes

OCTORARA AREA SCHOOL DISTRICT
WORK SESSION
 January 10, 2011 – 7:30 p.m.

(Notes in blue)

1.       Roll Call - All present

2. Presentations:

A. Budget – Daniel Carsley – No changes have been made to the preliminary budget since our last meeting.   He’ll make a presentation at next week’s board meeting offering different scenarios of potential cost savings.  To start the process of drilling the budget numbers down.  He’ll offer up areas where the numbers can be drawn down and then add details as we go into the Spring.

3. Visitors’ Comments - Agenda Items Only – No comments from the 6 people in the audience.

4. Information Items:
A. Ms. Susan Thieroff will transfer from full-time accounts payable clerk to 75% time accounts payable clerk from January 18, 2011 through May 6, 2011.

5. Presentation of Agenda Items for the January 17, 2011 Regular Monthly Public Meeting:
A. That the Octorara Board of School Directors approve the proposed preliminary budget for the 2011-2012 fiscal year.

B. That the Octorara Board of School Directors approve the District administration to apply for Act 1 exemptions for the 2011-2012 budget.

C. That the Octorara Board of School Directors approve the 2011-2012 school  calendar.

D. That the Octorara Board of School Directors approve the “Sportsmanship Agreement” for parents of athletes who participate in District athletic programs.   We had talked about some changes.  Have the plan been developed for distribution and compliance.  Also, if students don’t comply what discipline measures will there be?  Has that been thought through?  Jim Weagley responded the compliance form will be added to the packets of forms participants are expected to complete before they are allowed to compete.  Without the form students they will not be able to participate.  President Lisa Bowman told a story about a about a visitor to the district at a sporting event commenting how polite the kids are and then each of their 5 or 6 visits to the district facilities had been pleasant experiences.

E. That the Octorara Board of School Directors approve change order number 007 for Bristol Environmental, Inc. for 1st floor hallway pipe insulation abatement (Sections 1 & 2) and light tube disposal in the amount of $26,650.00.  May look at a second vendor.

F. That the Octorara Board of School Directors approve the following changes from regular substitute pay to long term substitute pay at the rate of $140 per day:
Alice Lohr – 18 days
Meredith Benson – 20.5 days

G. That the Octorara Board of School Directors approve the student activity request for the “Music Club” at the Octorara Area High School.

H. That the Octorara Board of School Directors approve the job descriptions for the position of Access Coordinator and Access Assistant. Board member Sam Ganow asked if these positions are budgeted?  Superintendednt Newcome responded that the positions were not funded but that the district was trying to use available monies. 

Resignation Approvals:

I. That the Octorara Board of School Directors approve the following supplemental contract resignations:
Mike Mundy –Middle School Academic Team Advisor
Beth Hrincevich –Elementary School Talent Show/Musical Co-Director
Scott Conaghan –High School Assistant Track Coach
Mark Pedersen – Middle School Assistant Football Coach

J. That the Octorara Board of School Directors approve the resignation of Ms. Katie Allison as cafeteria cashier in the Octorara Area High School effective January 2, 2011. (Hired November 1, 2010)

K. That the Octorara Board of School Directors approve the termination of employee “A” effective January 3, 2011.

Hiring Approvals:

L. That the Octorara Board of School Directors approve the following substitute teachers for the 2010-2011 school year:
Marian Green (Special Education)
Cara Patti (Elementary)

M. That the Octorara Board of School Directors approve the following substitute support personnel for the 2010-2011 school year:
Wayne Wharton (Custodian, maintenance)

N. That the Octorara Board of School Directors approve the following supplemental contracts for the 2010-2011 school year:

O. That the Octorara Board of School Directors approve Mr. Kendal Dixon and Mr. Bruce Davis as volunteer coaches for the Octorara Area High School boys’ basketball program.

P. That the Octorara Board of School Directors approve the following changes in salary due to graduate credits earned:

6. Facilities Committee Report –
The facilities committee met this evening and got the monthly update on projects.  Workmen are currently working on classrooms, moving towards gym and auditorium. Everything is moving along well with 84% of the project complete. A few change orders are coming.
Other items discussed
 
·         Asbestos contained in the terrazzo floor in the lobby of the high school.  The committee is not sure how to address the issue. The plan now is to take more samples over the next several weeks and then make a recommendation.

·         Water in the intermediate school.  There is a problem where the gym wall meets the roof. They’re working on it but are waiting for warmer weather.  The leak occurs when driving rain from one direction pushes water through the bricks. An assessment of the situation identified the problem was caused by incorrectly installed flashing.  To fix the problem workers will need to cut out the bricks, reinstall the flashing and then reinstall the bricks.  There is no cost to the district as the contractor has insured the work.

·         Some of the roof blew off the middle school.  Covered by insurance.

·         The generator at PLC sent for repairs.  Back in and coming back on line.

·         Sent a letter to architect about overlooked items.  Looking for a response in the next couple of weeks.

·         Road sign issues coming along.
